Norm started on the path of looking for . . . "What's Missing", . . . What's not here?
March of 1980 . . . long before others thought of "What's Not Here?" Norm Ballard created Ballard's Novelty & Party.
The FIRST to offer: Balloons, Novelty, Costumes, Halloween, Jokes, Party Supplies, Decorations for: Anniversary, Wedding, Bar Mitzvah, Bat Mitzvah, Dancewear, Birthday Party, Novelty Gifts, Decorations, . . . Oh did I mention, . . . The FIRST to DElLIVER Balloons in New England.
"What's So Funny?" A Clown character created by Norm Ballard . . . (with a quick delivery and and even quicker response to audience heckling) . . . . delivered balloons in the greater New Hampshire Area. Norm Ballard Was "What's So Funny?" the first to deliver Balloons in costume . . . the First Clown, the First Gorilla, the First "Buffy the Cheerleader" The First Grim Reaper (in a short Cheerleader costume, (obviously meant for the original Buffy). The first Bar-Knee, Elmo, Santa, the Easter Bunny and more.
All of the above moved Ballard's Novelty & Party to a level that others tried emulate, or duplicate the characters that Norm Ballard had created.

After 30 years in the Parry & Novelty Business. Norm Ballard decided he was old enough to retire and he did.
December 31, 2010, After 30 years in the retail trade, . . . Norm decided it was time enough.
Now, semi-retired, (you can still find him behind the Ice Cream Window, @ Ballard's Ice Cream Sandwiches & More) Still singing songs and trying to make all his customer happy.
