The Highland District Council is a local nonprofit organization focused on citizen participation and community engagement. Our mission is to foster opportunities for the people that live, learn, work, and play in Highland Park to engage and connect with neighbors, businesses and local government to help build a more vibrant, welcoming, and safe neighborhood

We are one of 17 District Councils that represent the residents of St. Paul on issues that impact us at the local and state level. Highland Park is District 15 and is bordered by the Mississippi River on the south and west, Randolph Avenue on the north and 35E on the east.
We support the community through sponsoring intiatives and events in Highland: Neighborhood Honor Roll, Winter Event, New Resident Welcome, Home Improvement Fair, Annual Meeting, Tour de Highland, Highland Park Stage Jazz Fest, Garage Fest,Movies in the Park, National Night Out
Block Clubs, HDC Annual Meeting/Open House, Pedestrian Safety/Education and community cleanups. Recent development initiatives are the Ford Parkway and Randolph Ave. renovation and Shepard Davern Planning,
