The Department of Civil Service provides a variety of human resources services in our effort to build and maintain an engaged and vibrant workforce capable of meeting and exceeding the challenges of the present and the future. The Department functions as the State’s principal human resources agency for the NYS Executive Branch, which employs over 150,000 people. In addition, we provide advice and assistance to nearly 100 local civil service agencies State-wide.
We also manage the New York State Health Insurance Program (NYSHIP), one of the largest public employer health insurance programs in the nation. NYSHIP covers over 1.2 million State and local government employees, retirees and their families.
