403(b) plan: A 403(b) plan, also known as a tax-sheltered annuity (TSA) plan, can only be sponsored by public schools, churches, tax-exempt hospitals and nonprofit organizations – tax-exempt under section 501(c)(3).

457(b) plan: 457(b) plans are non-qualified deferred compensation plans established by state or local government agencies or tax-exempt organizations, including universities and hospitals.
